Comments: The owner Charles "Chuck" Wynne is currently in jail for fraudulent business practices. BEWARE... he toom our money & materials never showed. He also took off, abandoned the job site. That as well as others got him charged with 3 felony counts for falsely representing himself & his business. Hi, my name is Theodore Hudson, investigative journalist with TFINews24. We are needing more media outlets to help follow up on a story. We hope to make the issues a bit more well known to help the family. Wynne has lied on his bankruptcy case as well and has other fines and court cases currently from state agencies. The Kay county DA has a case in front of the DA but has not charged Wynne yet.

1.) The Defendant, known as the Debtor, Charles Wynne, AKA Charles Lee Wynne, AKA Chuck Wynne, filed a petition for Chapter 7 bankruptcy in the Western District of Oklahoma jurisdiction on May 11th, 2024, Case number 24-11310- SAH. An Adversary case has been filed into Charles Wynne's bankruptcy Case No. 24-01042-SAH by the victim Cassandra Gosvener.

Please come show your support and demonstrate with us on Saturday, July 20th, 2024 from 5:30pm through 7:00pm. We will meet at the business address of C1-Construction 315 S. Maple St. Newkirk, Oklahoma and start the demonstration proceeding two blocks north by the Newkirk, Police station and then East to Main Street. We will have interviews with local citizens and businesses in the area and welcome any comments or suggestions to help others with any other issues in Kay County. We will be doing these demonstrations bi-weekly for years until justice is served in this case. TFINews24 is also looking for other cases or stories at the moment and will be glad to hear any concerns, questions or suggestions from citizens.
Charles Wynne was not licensed or able to write the contracts he wrote when hired for construction on multiple jobs.
Wynne contracted the work unlicensed claiming he was. Wynne claimed to have spent the money but refused to provide any statements or proof of where the money was spent. Wynne has been fined by the state C.I.B. (Construction Industries Board). Wynne was never licensed to do the type of work he contracted for, and Wynne’s licenses and contracts were fraudulent.
The Blackwell family still needs materials used, leftover, whatever that could be used to try to finish one of the rooms by the time their other child is born. If any contractor does have used or leftover materials the family would appreciate it. The other still sleeps on a couch waiting for a room that was meant to be finished and this is due to the issue with C1-Construction and Charles "Chuck" Wynne. Two children were waiting on rooms along with the baby.
Charles Wynne was not licensed or able to write the contracts he wrote when hired on December 10th, 2023, to build a 12x20 bedroom with a full bathroom addition to Cassandra Gosvener’s house with the room to be tied into the garage and the garage made livable as an add-on, as well as 250 ft of wood privacy fence on the side yard.
The contract lists a room addition 12x20 w’ full bathroom including closet, 3 windows, walk-in shower, toilet, and vanity. With carpet or parquet flooring in the bedroom, tile in the bathroom, and shower surround.
Single gable roof tied into the existing house with matching shingles and matching siding with doorway access from the dining room. A Raised 2x8 floor joist with ¾” subflooring. Ceiling fan with switches and outlets. Tied into existing A/C heat system. With drywall, tape mud texture- door trim and baseboards as needed. Tie the add-on to the existing garage and finish the garage to make it livable as the add-on.
The main addition was to have door access to both sides of the add-on with the window in the garage. Install roughly 250 ft of wood privacy fence with 2 gates. The total cost in the contract from Wynne was $22,000. Gosvener paid Wynne $11,000 cash on December 10, 2023, per his terms. Gosvener paid Wynne another $5,500 cash on January 12, 2024, per frame being built for the additional rooms. Wynne came and asked Gosvener on February 18th, 2024, for more money before the initial terms were met in the contract.
There was no siding or roof on the addition. No plumbing or HVAC was completed and no work to the garage or the fence. Wynne had promised Gosvener he would get all the materials with this round of money and that Gosvener could only give him $2,500 to get the materials even though the terms were not met. Gosvener gave Wynne another $2,500 as a check on February 18th, 2024, hoping Wynne would keep to his contract. Wynne did not keep to his contract, no materials showed up and all Wynne managed to do from that date till currently, was put siding on two sides of the add-on, the roof, and electric lines that were provided to him by Gosvener that were all done incorrectly not to code.

On March 22nd, 2024, around 11:30 am Charles went to Gosvener’s house and talked to her boyfriend and Gosvener. Wynne stated he didn’t have any more money and that Gosvener could wait to finish the room until after Wynne got paid from another job around the 28th of March 2024, or Gosvener could give Wynne more money to get the materials to finish the room sooner. Gosvener told Wynne they would let Wynne know that Gosvener needed to think about it because it upset her and her boyfriend that Wynne was asking for more money or to put it off longer after being paid three times for materials. After all, Wynne claimed he didn't have the funds Gosvener had already given Wynne for the materials three times.
Wynne then proceeded to tell Gosvener’s boyfriend Ted Hudson, with whom Wynne had all communication because Wynne chose to deal with him not Gosvener a woman, that Wynne wouldn’t be back. Wynne offered to return and work for labor if Gosvener bought the materials a fourth time. Gosvener possesses all the text messages between Wynne. Wynne was very rude in his text to Gosvener.
Wynne also told Gosvener’s boyfriend many times for weeks that he would bring the materials, but never did bring them to Gosvener’s house. Wynne was aware of the family issues and how important the room addition was. Wynne wouldn't respond to Gosvener’s text on March 23, 2024, Gosvener called the Newkirk police to find out whether Wynne was coming back to finish the job and provide an itemized statement to date.
Wynne never told Gosvener initially about canceling the contract with Gosvener and did not have one with Gosvener’s boyfriend. Gosvener wanted Wynne to provide a statement of materials and labor which Wynne denied providing. Wynne then told the officer he wouldn’t be back. In mediation, and on record, Wynne admitted that he had received the $19,000 and that the contract Wynne submitted for Gosvener to sign was agreed upon and written by Wynne.
Gosvener believes Wynne knew he was filing for bankruptcy before ever contracting with her and fraudulently embezzled her out of money with a fraudulent contract.

Comments: Chuck did an excellent job building out a new porch for us. Not only did he have to build a newly designed porch but tie in into our roof. He used his ingenuity by building the porch up over my existing concrete steps - so this was an excellent decision and prevented additional costs rather than destroy the old steps. Prior to the build - we had a 8’ x 10’ porch and now we have a 28’ x 12’ porch. He committed cared well even though he had other ongoing projects.For those that need a reliable contractor I highly recommend Chuck!
Be understanding that during these days, logical nightmares happen and there could be unexpected cost overruns - always be prepared for them as material costs can rise daily. Even though it may not be part of the contract - just understand that these things do happen.
Again, Chuck is an excellent contractor!
