Comments: DO NOT USE THIS SO CALLED BUSINESS! Bill Phillips does terrible concrete work. I got an estimate of $2000 for removing stepping stones and pouring a concrete patio about 24ft x 11 ft and a 2ft wide sidewalk about 5 ft long, I emphasized that I DO NOT want any areas that would cause water to stand. When he and 3 workers came out to do it, he informed me he was extending the patio further to make it line up with another part of it which I did not care about having, He also said he was making the sidewalk 4 ft wide as it would look better. He did not advise me that it would cost more as we had agreed on the $2000. When it was done, he said he needed $3250 in cash. He and his crew followed me to the bank to get the cash and I had to write out my own receipt. I was considering having my driveway done and he said he would reduce patio $500 if he did driveway. I paid the reduced amount but he will never do any work for me or anyone I can warn. Cement was splattered on the side on my home and part of my yard was left a mess with concrete and rocks. and his truck is leaking something bad and left spots in my driveway. Any decent business would never treat customers that way. and insisting on cash?? Must be lying on his taxes!Jacksonville FL

Comments: BEWARE DO NOT USE!! We reached out to Bill with Above Average Concrete for a small trash area, patio extension and 10 x 10 pad. After 6 days, he finally called us on a Sunday evening and asked to come over. Bill did not take his own notes but asked us to write them down in his notebook. Bill understood that a small crepe myrtle stump and lava rock needed to be removed.He said he would take care of it all for us along with cap a sprinkler head. My BF ended up adding it all up for him and then he showed me that 3.19 yards of concrete would be needed and said he would do it for $1850.00. He had a cancelation and was able to start the next day. When I got home, the helper was working and Bill was no where in sight. I can honestly say at first glance I couldn't tell how the quality of work was. I know our yard was torn up, messy and it was raining. Bill and his helper kept saying the conditions were not favorable to pouring, but they proceeded anyways. He finally came out and told me he had forgotten to write down an area and was short 80 sq ft. He stated he would need to get more concrete and that there would be an additional charge. We had saved for this and he had already quoted a price to us. As the afternoon went on the conditions got worse but yet Bill continued to pour. After he finished pouring, he asked for a partial payment and we gave him $1,115.00. When we gave him the check he looked at it and said how about cash. My BF had previously asked him about payment and he said cash or check. He then proceeded to ask us to give him at least $500.00 cash the next day. On Tuesday, he texted and asked if I was home. At the time, we weren't but let him know we had some concerns. Concrete was all over our existing patio tile, it was not a smooth finish, our yard was completely torn up, clean up was poor, concrete overflow in the grass and we had a part that went from 98" to 96" resulting in unevenness. I sent him pictures and he came back and said he would clean up the next day. We set up a meeting for Wednesday at 5:00. When I got home on Wednesday, he had cleaned up the tile a bit, took sod we had in the yard and just thrown it all around the edges and then put concrete bags in our trash can. He then didn't show up at 5:00 for our meeting. I texted him, told him we had waited for 30 minutes but had somewhere else to be and that we still weren't happy. We asked him to meet at 5:30 on Friday. Thursday he called me and when I got a chance, I called back. Bill and I went back and forth as he said his work was wonderful and he had no idea what we were talking about, the 2" hump on what should have been level. Then at times during the conversation he would state that he shouldn't have poured when conditions were as bad as they were. I told him I felt we had paid him enough to cover the labor and materials as we were going to have to get it all fixed. He then threatened us and said he would file a lien on our house. I asked him to show me the material invoice and to get a final lien release from the material supplier. He said he would get me the invoice but it would be the following week. The next day I called the material supplier and found out he was trying to pass charges on to me that he caused. We did pay the material supplier directly and Bill received $1115.00 from us. The fix for us, is to tear out and repour which will cost us around $4000.00. He did not level the ground, didn't remove the debris, mulch and rock and now we are left with many issues. I am in the construction industry and I know that this is not a job gone well and that the professionalism Bill showed is not good. Stay away from him.

Work Description: 10' x 45' widen driveway
Comments: Yes, it was an interesting experience. Cons - spilled hydraulic fluid all over the road and old driveway, and in the dirt draining onto new driveway. Broke off about a foot of cement lip on front of house, with Bobcat. Some spots had holes about the size of a large rock, dried different textures and colors. Some creases were not straight, or were opened up too large, compared to the other creases. Both ends of the driveway needed more finishing work. They clean up nothing, and the yard is filled with sod mixed with dirt, and bobcat tracks. Pros - Bill showed up when he said he would. He was clear about he would not do any clean up, afterwards. His crew did stay 4 hours, after it was poured, trying to make it pretty. Think he gave me a very good price, and would be challenged to get a driveway that price, anywhere else.Yulee FL
Work Description: Hired to pour a raised foundation!
Comments: Hear me Please!! Bill, with above average concrete, is a perverted con artist!! I am a single mom and he convinced me to go get a cashiers check and show him the money was there. I told him that he couldn't have it,until the job was done. I placed it on my dash and was cleaning up around the property and fixing his employees lunch. He walks up and grabs me in a place he didn't have a right to, with my 8 year old standing right beside me . This animal proceeds to say if I didn't perform sexual favors, he wouldn't be in a hurry to finish. I rejected him of course feeling very confused and violated. He then comes up with something about a tree and said he would be back when the tree was gone, which it was the following day. I wondered why he was ignoring my calls until I discovered the check was gone . He STOLE my check right out of my truck! I remembered him saying he wanted to look at the plans again which were in my seat, but he saw a desperate single mom, with no family or husband, who rejected his advances and thought he could steal what I've worked so hard for. I am taking legal action. I don't have a choice . This man is a monster. I beg you for your sake don't trust him. I guarantee the people who have left good reviews were men who hired him or families. He doesn't hurt Men only women and children who he perceives as weaker.Jacksonville FL

Comments: Bill Phillipx came out, looked at the job and gave me a fair price which I excepted. The next morning, his crew showed up, bright and early, and began prepping the area. The concrete truck came about ten and about two, the job was finished and everything cleaned up nicely. Ihighly recommend this contractor for any concrete work!

Comments: Horrible finishing job cut groves are unbelievably crooked.multiple small holes ,foot prints hose marks where they dragged the hose across the wet concrete raised areas that weren’t leveled , broken off corners. Comments: I requested to enlarge my existing patio. Mr Bill called me at 8:30ish and told me they were on the way . Part of the crew arrived before he and started right away removing existing patio and preapring the area for a 12x14 patio.. Couldn't complete job that day b/c concrete truck had over booked and couldn't make it to my resisdence. They were there the next morning along with the concrete truck and completed the task perfectly and professionally. I recommend this company and would hire again.Jacksonville FL

Comments: Above Average Concrete, Inc. recently installed a concrete handicap ramp to my Dwelling. They responded to my request quickly, presented me with a written estimate and completed the job within a couple of days. All construction materials were removed and the area was cleaned up to my standards. The crew displayed a professional and courteous attitude. I would give them a five star recommendation. I told them what I wanted, they came in @ 8 am prepared for the concrete, and they placed it, took their time doing it and didn’t cut corners. The thing I liked was they were very professional.
